Published under the name "Publius" the document was a move to ratify the United States Constitution. Madison's vision was to reconcile the rights and privileges of the citizens against a few privileged ones. He had observed the tendency of man to form factions and associate with like minded people only. Hence, he addressed the issue of the removal of factions from the government.
