How does the development and interpretation of the Constitution influence policies that impact citizens and residents of the U. S.?

    The constitution was written so it could be amended to adjust to the needs of the world. The founding fathers knew that as time progressed things would change. That is why the constitution has clauses that are open for interpretation. (ex. the necessary and proper clause. this gives the power to change views and verdicts as seen fit)
