Why is it impossible to consider a judgement in art as absolutely finally?

Because everyone perceives the art throughout there own eyes and conscious so no one is able to make the final decision which can be a final judgment or what you would call final decision as everyone else has an observation of there own and there own perception or opinions that can make a final judgment of the person who first created the art work
