Why is it difficult to distinguish between early roman and etruscan art?

Etruscans were incredibly influential to Roman art, so the styles are very similar. However, Etruscans focused on naturalism (realism, observation, and presentation of things as they are in reality), while Romans frequently focused on the power structures of their time.
