    Technological advances have led companies to explore in greater depth, operating large platforms at sea. The United States has been a leader in the creation of the offshore oil industry. However, a stagnation between environmentalists and industry has inhibited the current lease of oil and gas on the high seas. A consequence of this is the inability in those to build a consensus and coordinated national energy policy. The clash has its roots in the year 1960 in a historical cultural change that occurred in the United States. We must highlight the technological advances developed by companies such as Schlumberger, Halliburton or Baker Hughes. Most of the production of deep or ultra-deep water occurs in four countries: Brazil, the United States, Angola and Norway. The first two representatives more than 90% of the world's oil and gas production in ultra-deep waters.
