1. Their bodies:

Thoreau believed that majority of people can/do serve the government with their physical bodies. These types of individuals mostly make up the police and military forces, and are unable to use their morality and conscience to make moral decisions or judgments. They only serve to follow orders.

2. Their morality:

Thoreau believes that some people can/do serve the government with the moral part of themselves-their morality; for example, clergymen, and the morally upright people who are in the legislature. Such people are able to make and exercise moral judgments.

3. Their conscience:

Thoreau believes that another different set of people use their conscience to fight all forms of injustice. However, they are usually few, and not often appreciated for using their conscience.
