I think the correct answer would be the first option. It is the massive interconnections in the brain that allows children to master the ability to read. The brain has several portions that functions for specific processes. The major parts are the cerebral hemispheres, the cerebellum and the brainstem. Each of these parts consists several parts in it which are assigned specific roles for the human to function. All of these parts are being connected and communicates with each other for maximal usage. The massive network of interconnection in the brain is what keeps communication happening between the all of the parts. The brain functions as a whole, one cannot function without another.
