    The answer is membrane potential. Transmembrane proteins in the cell membrane of a cell pump out ions from the cell to the extracellular space. These ions are mainly K + and Na+. This makes the inside of the cell more negatively charged than the outside. This membrane potential when the cell is at rest (not signaling), is called the resting potential which is usually - 70mV in neurons.
