It would take more wave energy to deposit rocks on the beach since it is heavier than sand. Sand is only tiny individual grains that is lightweight and is easy to move just by air. Rocks on the other hand is made of a lot of things depending on the type of rock and it is compacted tightly together, giving it its heavy feeling.
