    For the I+P+OcZ-Y + genotype, In terms of regulation, functional repressor (I+) is made, however the operator region is mutated (Oc). Because the operator sequence is altered, the repressor cannot bind to DNA and prevent transcription. As a result, permease is produced under all conditions; it is "constitutively" expressed.
