    The answer is not true.

    Blood pressure is the pressure of blood on the walls of blood vessels. The blood pressure is expressed via the systolic pressure (the highest pressure during one heartbeat) over diastolic pressure (the lowest pressure in between two heartbeats). It is measured in millimeters of mercury (mmHg), the upper number represents the systolic pressure and the other, bottom one is diastolic.
