    The answer to this question would be: give oxygen 2L per minute via nasal cannula

    In emphysema patient, the chronic condition of high carbon dioxide made the body chemoreceptor for carbon dioxide become unsensitized that the stimulus for respiration is mainly driven by the low concentration of oxygen. The 2L per minute oxygen was given to increase the oxygen level but not too high to cause the patient stop breathing.
