A. The outermost (superficial) skin layer is the epidermis, and the deep layer is the dermis.

B. The epidermis is avascular, meaning "lacks blood vessels," because none penetrate the bottom basement membrane. The dermis, however, does contain many blood vessels, glands, and small nerve endings

C. The epidermis is a stratified, squamous type of epithelium. This involves multiple layers of compact, flat "squamous" cells, the outermost layers of which are dead flaky cells. They serve as a rough protective barrier against abrasions and the invasion of pathogens. Below the dead cells there is also a waterproofing layer, for the purpose of, well, as its description implies.
