    The answer would be: Opioid drug withdrawal

    Since opioid is depressant, the withdrawal symptoms would be the opposite of it. Hyperactivity and increased reflex is a symptom of a stimulant agent or depressant withdrawal.

    Syphilis would give fever and discharge. Fetal alcohol syndrome manifest as growth retar dation like smaller head, length, or weight. Palsy wouldn't cause hyperactivity.
