Why might it be beneficial for governments to restrict the types of plants and animals that individuals can keep as pets in a particular environment?

To many exotic pet species, if the escape or are released to the environmnet they have a potential of becoming invasive and therefore cause extensive damage to the surrounding environment. In order to preserve the local environment for the living organisms including humans, it may be beneficial to restrict individuals' rights to own exotic species.
