When the body hypoxic it means that it has low oxygen level and could not doing the aerobic respiration chemical reaction. To produce energy the body will do the anaerobic reaction instead.

When doing the aerobic respiration, the body can get up to 38 ATP per molecule of glucose but it only gets 2 ATP for anaerobic respiration. Since the net yield of ATP is lower in hypoxic/anaerobic, you will need a higher amount (up to 19 times) more glucose to get the same amount of energy produced by aerobic/normoxic.
