    The following will occur when a negatively charged balloon will be held near a neutral metal bar:

    The electrons of the metal will move in the opposite direction to the direction where the balloon is placed. The positively charged particles of the magnet will move towards the balloon. After some time, the balloon will pass the electrons to the metal bar and it will also become neutral.
