    Yes it is advantageous for scientists to be able to predict harmful algal blooms.

    Explanation:

    Algae are minute plant like organisms that are unicellular, belonging to Kingdom Protista. The uncontrolled growth of algae over the water bodies is referred to as algal bloom.

    Algal bloom has several bad effects. Although they are plants and growth of plants are good for environment, but growth of algae covers up the water surface, restricting the sunlight to enter the inside of water killing aquatic plants, as well as restricting oxygen dissolution, restricting the survival of aquatic animals. Its called eutrophication.

    Algae sometimes also produce toxins which are harmful for both aquatic animals and unfit for human consumption. So the prediction of toxic algal bloom can led to taking measures to curb the bloom and saving the animals and plants from being death.
