Gall's research was grounded on roughly called phrenology (the belief that the shape or size of the skull indicates something about the mental abilities of a person), so it wasn't very scientific. Penfield utilized electrical stimulation on the brain to demonstrate that certain areas on the brain are accountable for definite actions, so his technique was more scientifically supported than Gall's. Phrenology is just psychology that says about the theory of brain or can be character reading. It is also called to be "the only true science of mind".
