Two hydrogen atoms are covalently bonded to one oxygen atom. In covalent bonding, there is sharing of electrons between atoms. In water, there is unequal sharing of electron between oxygen atom and hydrogen atoms. Oxygen atom tend to attract more electrons that hydrogen atoms, which make water a polar molecule.
