The answer is; Both arrive after P waves.

Surface waves only travel through the crust level while S waves travel through the core of the earth (hence called body waves). Nonetheless, S waves (and other body waves) arrive before the surface waves and are of a higher frequency. On the other hand, surface waves are more destructive than body waves.
