Tides are the rise and fall in the sea level due to the gravitational pull of the Sun and the moon. When the sun and moon are aligned in one line, this effect is greater and hence, highest tidal range is observed. When the sun and moon are at right angles, still tides are observed though the gravity effect is minimum. Tidal range is minimum.

In this alignment, tides occur because moon has greater effect on tides as it is closer to Earth. Thus, due to gravitational pull of moon, tides occur even when the Sun is not aligned with moon in a straight line.
