    Water molecules have strong intermolecular force of attraction due to the presence of hydrogen bond between oxygen and hydrogen atoms. This hydrogen bond is present between hydrogen of one water molecule to the oxygen of another water molecule. This hydrogen bond is weaker than covalent bond so that's why it can be broken down and water is converted into vapours form by heating. Both oxygen and hydrogen have different electronegativity values so partial positive charge occurs on oxygen while partial negative charge occurs on hydrogen atom.
