The sea lion feeds on fish. The Orcas feed on sea lions.

Less fish means the sea lions will spend more time in water trying to find food. The more time they spend in water the more energy they'll spend.

The more energy they spend on trying to find food the less energy they'll have for reproduction and raising offspring.

Additionally, the more time they spend in water the greater chances they'll get eaten by Orcas.

Eventually the sea lion will have less offspring and population will drop.

Meaning there will be less food for Orcas. Thus Orcas will have less enegry for reproduction and wheir population will eventually drop.
