How do you know if an object is not accelerating?

    A body at rest is not acceleratiing,

    as well as a body moving at constant velocity.

    Only when a force is applied to either change it's direction, slow it down, or speed it up, is that body said to be accelerating.

    If it is not gaining velocity while moving or if it's not moving at all
