    The answer is; True

Since the body is mainly composed of water solutions, molecules in the body need to be hydrophilic to interact positively with the water. For proteins to dissolve well in the body the hydrophilic groups are located on the outside of the folded proteins while the hydrophobic groups are 'hidden' in the inside of the protein. If the hydrophobic parts were located in the outside, the proteins would clump up togetehr and interfere with their functions.
