    Explanation:

    a side effect of construction of cities and towns have nothing to do with being comfortable so A is not right

    the amount of pollution will increase so maybe B

    pollution will increase, as said in B, and habitats will be impacted so maybe C

    new natural resources will not be created with these cities so not D

    so now its either B or C, well B said pollution rises but so did C and C said more stuff like how habitats are impacted

    So the answer is C
