Well the amount of valence electrons of an atom determine the bonds it forms, which gives it certain chemical properties. For example, hydrogen bonds with 2 oxygens which makes it polar, which is so essential for our survival. It causes adhesion and cohesion. So I would say electrons are the most responsible for the chemical properties.
