    I'm not sure what you mean here. Covalent bonds are often weaker than ionic bonds, but they involve the sharing of electrons, not the transfer of electrons. I believe the first part of your question lends itself to either hydrogen or covalent bonding, but the second part (transferring of electrons) lends itself to ionic bonding.
