In cell membranes, phosphorus is present in the form of phosphates in phospholipds, which form an integral part of lipid bilayer in cell membrane. For DNA, phosphates form the part of DNA's basic unit called nucleotide. Each nucleotide consists of a phosphate group, a sugar and a nitrogenous base.
