Water molecules are positively charged on one end and negatively charged on the other. What does this property allow water to do?

This property of being partially polarized allows water to dissolve organic as well as inorganic substances in it. This property of water specifically allows it to dissolve polar molecules and ions. Hence, water, despite having no net charge, has the ability to induce polarization such that it acts as a suitable solvent for a diverse variety of substances.
