Why can only certain parts of dna be used as dna fingerprints?

Because somewhere around 90% of your DNA serves no known purpose, a small portion is just transmitter proteins, and the rest is your personal blueprint, and within that tiny little bit, only a small percent is actually different from the basic human gene, and it's that tiny little percentage that can be used to identify you as you through DNA patterning.
