    The answer is that the atoms are moving constantly at high speeds. As Julianna blows air into the balloon, it is constantly expanding. The atoms in their gas state are free to move about the space inside the balloon as they are not held close together. Because of this they are moving very fast and allowing the balloon to be expanded.
