I believe the hijacking of host cell's metabolic action occurs in both the lytic cycle and the lysogenic cycle.

Viruses can reproduce via either the lytic life cycles and lysogenic life cycles. During the lytic life cycle of a virus, the virus injects its genetic material into the host cell. The genetic material enters the nucleus and is inserted into that cell's DNA. In the lysogenic life cycle of a virus begins just like the lytic life cycle. The virus injects it genetic material in the host cell. The genetic material enters the nucleus and is inserted into that cell's DNA.

hijacking of host cell's metabolic action

takes place in both lytic and lysogenic cycles, the rest occur either in lysogeny or lytic phases.
