    The responsibility of anything lies with the people. It is the government’s job to do what the people want it to do, and ultimately if it is not, it is the people’s responsibility to change that. Thinking there exists some separation between the will of the government and the will of the people is folly.

    I know the typical argument. The government is not out for the interests of the people. This is often true ... and yet we still pay them for this. Thus, we are ultimately and collectively complicit and approving of what they are doing,.

    When enough people stand up and demand the government respond to more environmental protection issues, or anything else, they have to do it. It is not some big faceless AI entity. It's just a bunch of people, and if they don't listen to the other people that pay them, they lose their jobs.
