In a deciduous forest, in autumn/fall the leaves become drier and then eventually fall from the trees.

During the winter, the tree is living off reserves and tries to minimize it's function.

During the spring - and this is what the question is asking for - the leaves re-grow. The correct answer is therefore a. - Trees regain their leaves.
