The best way for brianna would be to politely inform David that the organisation cannot afford to give him a raise, and explain the financial hardships being faced. She could also promise future benifits if David continues to work hard. She can tell him that his work would not go unnoticed or unrewarded.

If an employer denies an employee’s request for a raise, like in the case of David who has requested a raise and Brianna, the HR manager, denied it - Brianna has to tell David the considerations the company is taking when giving employees raises. First, she can tell that the company uses base wages to determine employee raises. Tell David that what you are paying him is in line with the market for your area, your industry, and his job. Second, you may also tell him that raises are done periodically. And third, show him his performance appraisal which shows that he is not qualified for a raise.
