Which acquisition plan component should be deferred until a purchase request is received?

All plans surrounding use of the yet-to-be acquired must be paused. However, we can still continue pre-production efforts, as well as create predictive models to demonstrate the value add of the new unit. Once the new unit is received, we can commence production. However, production cannot resume until the unit has been received.
