At what governmental level are corporate charters issued?

I believe the answer is state level.

The legal obligations that a company held would be influenced by the states where the company established.

For example, many companies in united states choose to form their company in the state of Delaware because company that established there do not need to pay state corporate income tax as long as they operate outside the state.
