    The force of surface tension supports the metal bin on the surface but when soap solution is added, the surface tension reduces so the metal bin sinks.

This is seen because it is one of the property of the molecule to attract each other and is liable for many other properties of the liquid. Adding soap to the water results in the surface tension of the water being low and makes the molecules of the water stick together.
