All the people that volunteer for the VITA/TCE Program must first take the standards of conduct training program and then pass the certification test. Volunteers must at least pass the Basic course test, but can qualify for the Advanced, Military or International course.

If the volunteer takes the course and the exam through Link and Learn Taxes on IRS. gov, the Volunteer Standards of Conduct Agreement (Form 13615) is updated with the volunteer's personal information.
