    a, c, b

    Explanation:

First of all we need to know what is the scarcity then we can determine the relative scarcity of these three resources as well. First of all, let's start with the water resources. As we know, the oceans catch the tremendous area in the world and all the water of them is salty. This fact enables us to say that the least scarcity among these belongs to the salt water. 97% of the world water is salty water.

Drinking water could be found normally but not common like salt water. Only the 2-3 % of the world's water resources is drinkable. That's why we may say that the second scarce resource on our list is drinking water.

As we know from the prices that diamonds are pretty expensive because they are charming, they are luxury and they are very scarce. In the world, only limited countries are dealing with diamond production. Everybody can not use diamonds easily. That's why the most scarce resource is diamond.
