    This process has three phases in the process of creation of the union-management relationship. They are: organizing a union, negotiation of the labor agreement, and agreement administration. In other words, beginning with formation of labor, then a collective bargaining to form a labor agreement and then finally administering the labor agreement, constitutes of labor relations process.
