The sentence represent how the cost of any product is not only the monetary cost of the product.

It also includes the opportunity cost, which represent the option a person renounce when consuming or performing an activity.

In this case it has to chose between work, biking exercise, running or swimming. Each hour he isn't working it lose the $11 dollar

When going to the pool the cost is not only the $5 entrance fee - It is also the $11 dollar fro mwork and one less hour to train in the other two disciplines.
