    D. It could pursue a policy of national self-sufficiency

    Explanation:

Trade embargo is when restriction is placed on all trading activities of a country by another country. It means import from or export to that country has been placed on hold by the trading partner.

There are several reasons why embargo could be placed by a country on another country, one of which is political differences. It could also be as a result of environmental or economic reasons.

When two trading countries fails to agree on matters relating to international politics, the country that has upper hand could place trade embargo on the other country.

It therefore means that a country might respond to trade embargo by pursuing a policy on national self-sufficiency; meaning that a country can start producing goods or services in large quantities which would have ordinarily been imported from the trading partners.
