If a company has a high turn over rate, the staffing strategy that would be to fill the job openings with those who are able to perform the job with little training. The reason it would benefit the software company to hire those who require less training is because they will be spending less time and money on training them if they may not be employed long-term. There is no reason to put training dollars into a person who doesn't plan on staying with the company for awhile.
