Why are environmental regulations sometimes considered to be unfair barriers to trade?

    One country may set a standard (such as a minimum MPG rating for cars) that other countries cannot meet. The standard is too difficult for the other countries to produce, so they are no longer able to make and sell the product which can be a barrier to the marketplace.
