    By seeing that the economy of the country keeps growing When the economy keeps growing fewer people will need the benefits of it.

    Explanation:

    The states always consume high funding for any type of welfare programs. In the time of recession when they demand of these high raised funding from the central government it causes problems.

    Now the states have reduced the spending in accordance of the stress being applied. Programs involving the various ideas which serves the population which comes under the low income value are very much reduced throughout the whole country.

    The most important thing a state can do is by cutting the public funding.
