Unless you lease a car (and when you lease it you don't own it) nobody is going to charge you for wear and tear on the vehicle. That's what maintenance will correct. Fuel and insurance are the first things people think of when it comes to having a car. Without insurance you can't register it, and without fuel you can't go anywhere.
