Academic quality means the quality of academics that are available to you. Think about water quality, if you live in a third rural country your water quality will most likely be not nearly as good compared to someone who lives somewhere like the united states. Same goes for academic quality, if you have the resources available to you and you go to a good school then your academic quality is very good.
